Provides emergency funds and services to eligible households which are homeless or in danger of becoming homeless.  Emergency Assistance recipients of Temporary Assistance for Needs Families (TANF), General Assistance (GA), and Supplemental Security Income (SSI) is available each year.  THe amount of funding for other low income groups varies from year to year.  Payments are subject to the availability of funds, and not an entitlement.
