Gives financial assistance to parents and/or relatives or legal guardians who meet the income guidelines caring for a child up to age 18, (or age 19 if graduating high school by their 19th birthday), or age 21 if in a specialized education program.

Many recipients are also eligible for Food Stamps and Medicaid.
